With this latest update by KingsIsle, the best new place by far to farm for nautical XP are the new outcropping of ships in the Spiral threads between worlds (I found Armada ships between Mooshu and Marelybone)!

Awesome! I usually use the transportalater and so it might have been quite some time before I realized they were there.
